you cant download it, you must physically have a copy of the game's UMD

well that wont help in downgrading, you need to get either GTA Liberty City Stories or Lumines, as Kev has already said.
either find a copy on ebay or borrow a copy from any friends you know who may have it or rent it from a games rental shop

Pot the UMD into your psp, and under the game section it should have an option for 2.0 Update. It wont let you use that because your a higher firmware anways. But if it is NOT a 2.0 then you have the wrong disc. If it says 2.0 then use the following instructions...
Upgrade to 3.03 by downloading the files here
Download the Rar folder and use winrar to extract the files.
A file will be extracted called EBOOT.PBP, if it is 1934_EBOOT.PBP then just rename it. On your PSP create a folder in USB mode called UPDATE which is in the GAME folder, thats inside the PSP folder. So its like this PSP>GAME>UPDATE, make sure the folders are in capitals.
Place EBOOT.PBP inside the UPDATE folder and turn your go to the game section on your psp, there will be a "3.03 update" option there. Start that and follow the on screen instructions.
Once on 3.03 follow the below instructions
