A PS3 is not needed to get FF7 on your PSP. It is a PS1 iso on a PSP and I'm not sure if we are allowed to talk about them on here.
Google PS1 isos and that should help.

When i mean we can't talk about it its because its illegal and its against the rules to talk about them on here.

Can't you just download Ps1 games onto your Ps3 and send them over to the PSP?

Yes you can for a fee
You download them through the Playstation store.
FF7 isn't on the store so therefore he is talking about the iso.

I wish you could legally download them directly to the PSP without a PS3. I understand why they've done it that way, but its a bit mean...

saying that, there are only a few games I'd want that haven't been ported already
