Yeah Sony has stated that the games are region-free; you can play any game on any PSP. The UMD movies will be region-locked, however.

American PSP games will work on a Japanese PSP.
American UMD movies will not work on a Japanese PSP.
UK UMD movies will work on a Japanese PSP.
You may have difficulties in connecting an American PSP and a Japanese PSP wirelessly in some games.
