When i open the win folder on my PC, the adress bar says win. so i tried typing in file:/win file:win file/win file:/win/index.html file/win/html file:win/index.html none of them worked. by the way, i dont know if this is the problem but the folder that is showing when i open the root folder is called WinPortal300. i have to open this to get to the win folder and readme file. is it supposed to be like that or does the win folder need to be what you see?

That's your problem. Go to win portal300, and copy the win folder into the folder where winportal300 is. Then delete winportal300.

After that, type in the address specified (file:/win/index.html) and it should work fine.

I don't think you DO right click...but I know the PSP will support a keyboard/mouse combo through the usb port.
