So this question gets asked at least once or twice a week it seems.
ANSWER: This error has absolutely nothing to do with the the size of the memory stick you have in your PSP. Memory in this instance refers to the amount of RAM (Random Access Memory) the PSP has; 4 MB of fast DRAM (for video resources) and 32 MB of embedded RAM (for system resources). RAM/Memory is something you cannot change or upgrade for the PSP. If you get this error you are left with these two options: 1.) If you have a lot of tabs open, close some, then try. 2.) The PSP is just not capable of loading what you want because it lacks the resources, sorry. Again, this has ZERO to do with the size of your memory stick. Memory sticks run out of free space, not memory. The term memory should never be used when referring to storage capacity, as the two share nothing in common. This sentiment is true for all sorts of devices, such as your PC. Your computer's hard drive is not "memory" but rather a storage device. The "memory" are those thin little sticks that you plug into slots on the motherboard. The hard drive is the rectangular do-hickey. For more information on RAM (or "memory") click HERE

I believe that if you go to the settings in your PSP browser and turn off the cache, you can get rid of the message...
