I've had good luck with this:

There's good news tonight. "Jonny" has released homebrew called "PMP Mod" that enables owners of 1.50 PSPs to view full resolution -- 480 x 272 -- video on their PSPs.

You're currently required to re-encode any videos you have into a special container format, but thankfully, this is not a complicated process. I've put together a short guide that tells you how to do this.

I realize this isn't quite the "holy grail" of PSP video because it still requires videos to be converted, but it's certainly a start.

Credit for the basic outline and 3GP ini file goes to a poster named "leavinel" from this thread.
Jonny's PMP MOD runs only on firmware 1.50. I have personally verified that it does NOT run on 2.00 firmware using Fanjita's Eboot Loader.

1. Download the 3GP Converter. Unzip it.

2. Download jonny's PMP Mod 1.00 and PMP Muxer 1.00. Unzip them.

3. Put "PMPMOD" and "PMPMOD%" in the PSP\GAME\ directory of your PSP. Take pmp_muxer.exe and place it in \3GP_Converter034\cores\ (this folder was created in step 1 when you unzipped 3GP Converter). Then download this file, and place it inside \3GP_Converter034\default_setting\. Finally, create a folder called "VIDEO" inside of your "PSP" directory, so you'll have PSP\VIDEO\.

4. Run setup.exe inside the 3GP_Converter directory. Choose "Model: PMP, for jonny's PMP mod v1.00."


You are now complete with setup. You don't have to do any of the above the next time you want to create a video.

5. Run 3GP_Converter.exe. Choose your selected video output; you probably want "16:9 23.97fps @ 896kbps," since your source video will be widescreen. Speaking of which, get a DivX or XviD widescreen video ready. Also, push the "Browse" button to select your "Output Directory." Choose the PSP\VIDEO\ folder we created in step 3.

6. Drag and drop the video file into the 3GP Converter window. It will begin to convert.

7. Unplug your PSP from your computer, run PMP MOD by selecting it from "Memory Stick" under "Game," and enjoy your 480 x 272 video.
Also pretty neat that it can run full resolution, I like it better when my videos take up the whole screen.
