Default PSP from Dubai has Region 3

I just got my PSP in Dubai last week. and it is a region code 3 Machine. I have searched the forum but couldnt find anyone with the same region code.

I also tried to register the psp and I keep geting back an Error Message.

I read on some Japanesse Pagees that the European one wll be the same Region Code as Japan. On the back of the Box It says:
The PSP system can play UMD marked with either region code "ALL" or "3"

Has anyone got an idea if this is the region code for Europe or what.
Since the PSP will only be out in Europe on the 1st Sept. I cant compare it.

US is region 1, and I think Europe and somewhere else is Region two. DId you import?
