do i need to input the new down graded firmware myself or will the pandora do it for me

You will need to copy magic memory stick files to your mem stik, see my tutorial for a breif lowdown on this and see kev tutorial for a more in depth explanation

Why do people want do downgrade firmware?

people want to downgrade because it allows to enter a new world in games that the psp cant usually do. like emulators and apps
