Funnily enough, i had the exact same problem, which as a consequence led me to despise 390 m33 with a passion. No amount of formatting, switching folders, attemting to reinstall 390 seemed to work for me.

i remedied the situation because i had saved the contents of my flash memory when i had 371 m33 to my PC hard drive, then restored it manually through the recovery menu. There were some scary moments when my psp failed to boot up properly. but I was successful in the end.
When i did the manual restore - 390 m33 was the latest custom firmware available, and it was impossible to downgrade to a lesser firmware through software alone.
Ive only ever heard of this malfunction 3 times including my own. Nobody else knew what i was talking about, its good to know its not isolated to just myself...

I reccommend upgrading to the latest custom firmware 3,95 m33 and following the instructions absolutely to the letter, then formatting the MS in the system settings. hopefully this will fix the issue.

Peace

i dont think 3.95 m33 actually exists (yet) (or 3.91, 3.93 as well). I assumed it did -out of ignorance. I restored my firmware to 3.71 m33 and never considered upgrading it again - and consequently didnt look (if it aint broke dont try to fix it ... ) So ive misinformed you . I wouldnt reccommend restoring flash 0 manually, UNLESS YOU ABSOLUTELY KNOW WHAT UR DOING.
Finding a backup to download is hard as most people download the updates - or are happy with 3.90

The safest way to restore a previous firmware from 3.90 m33 is to use pandoras battery. Let me know what you decide. I'm your man anyway, cos ive done this before.
Heres a youtube vid - but the link is dead.

and a link here, i dont have time to read it - ive got an exam
