There's a link for you, like Fury said, mostly bug fixes, a couple other little changes too though.

I have a 1080p tv, the ps3 outputs in 1080p. GTAIV also can output in 1080p, but while using the HDMI cables, and the automatic display setup, GTAIV only plays in 720p.

If I do custom setup and only choose 1080p (480 is a default that is always selected) then GTAIV plays in 1080p, but if i switch to a different game, it only plays in 480. Why doesn't the PS3 automatically choose 1080p for GTAIV if the game can be played in 1080p?

Because GTA IV is natively 720p, and it only plays in 1080p if 710p is unavailable. Personally, I don't think it even looks any better in 1080p.
