I think the mp4 is not the mp4 that compatible with psp. I suggest to convert it again with an application.

1.connect psp to pc using a usb cable, go to psp select usb code.
2.open the memory stick on pc, you will see lots of files, make a new folder called "VIDEO" on "MP_ROOT" copy your MP4 file to this folder
Or you can use this free psp video manager, which can help you transfer vidoe to psp directly
