I just got a PSP from Japan and wondering if it's any different from other PSPs sold in America because I can't connect to the web on it. (Couldnt while in Japan either). So now I searched google for a psp forum and this place came up. Hi.

My friend told me you can connect wirelessly, whenever I try scanning in the WLAN settings I'd barely ever get a signal. When I do and try to connect, it would give me an error message saying 'A connection error has occured. The access point was not detected.' Am I missing something here because everyone seems to be doing a lot of things with their PSP wirelessly except for me. I can provide more details if needed.

There's your problem. Go somewhere where you can get a good signal, not one that you drop every 5 seconds.
