Default The Sims 2 for PC-problem with DirectX

I need some help on installing The Sims 2 for PC because I'm installing it on another PC. The problem is that when you want to go on it, it says

"Failed to find any DirectX 9.0 compatible graphics adapters in this system! Please make sure you have a DirectX 9.0c compatible graphics adapter and have installed the latest drivers provided by the manufacturer. The applicaton will now terminate."

I know I need DirectX 9.0c and I can get it from the net, but the problem is that the pc I want it on doesn't have the internet on it.

Does anyone have any suggestions?

dowmload it on your pc burn it to disk and hey presto
