Depends on the speed of the ram, if its generic it'll be rather slow. When I built my PC I chose 1Gb of 800Mhz corsair RAM over 2Gb of slower, 466Mhz RAM.
Can you link me to a site that has components in it in Hong Kong prices (in English if possible) because otherwise I'm sure something that costs £100 here will not be the equivilant price, probably be cheeper where you are so I could select better stuff. I tried searching on Google but I wasn't sure what to look for

4 Gigs of ram is overkill on windows XP and you will not get any preformance increase. Anything over 2GB on Windows XP is complete overkill. On vista however 4 GBs of ram might show a bit of a increase in preformance then 2GB of ram but its not worth the extra money. Also for gaming never get less then DDR2 800

Dude, your PC isnt that bad. 3.0GHz is cool, i would upgrade the RAM for sure.
If it was me, i would get a new motherboard to support Dual Core (i doubt yours does) get an AMD X2 CPU, cheaper than intel, and some 800mhz ram, corsair are the good. Also, if you want gaming then a new graphics card would be useful. This should easily be under £300 because you wont need a hard drive or other parts, you might look into a better PSU aswell, ask Cabe what he thinks on that.
