Default Cleaning a CD

Hi.

A friend of mine borrowed GTA: Vice City for PC from me, and when I got it back, it had some weird blue spots on the CD. It hasnt not gone "in" the CD, it's just on the surface. I tried removing it with a wet and then a dry cloth, but no luck. I am thinking it might be pen marks or something like that, but I'm not sure.

So I was wondering if there is something I can use to clean the CD without damaging it, that is a bit stronger than just a dry or wet cloth.

Hoping someone can help.

turps or white spirit will get the ink off, dont blame me if it ruins the CD though
