Is this normal? I see the msipl.bin files in their respective rars but didn't know if they should automatically get installed or if that was something I had to do manually.

Everything should be done automatically. That is not normal. I had the same problem when trying this on my own PSP using my neighbors PC and couldnt get it to work, but on my PC it worked just fine. I never did figure out what the deal was, why it did that with his PC but not mine. One thing I didnt try doing was selecting a different option other than #4. You can also try this..... Download this .rar and extract it to the root of your "C:" Drive. this is the only thing that is different between my PC and my neighbors pc. It has a .msipl.bin file in it, I dont remember if it was part of the process or not. I doubt it cause a few people have successfully used my tutorial..... but its worth a try! here is the link to the folder I have on my "C:" Drive......
