Photoshop is not free. You can download pirated version of course, but it's not a free product. It's really quite expensive.
And I usually use good 'ole paint to resize my avatars. Didn't do it to the one I have now, though. Constantine actually made this one for me.
(and lightt made my sig. I don't make anything myself! lol)
