Here we go.... You can play wirelessly with anyone else that has a PSP as long as they're within 100 feet of you. Some game support up to 16 players at the same time. If you're in a car you could play using Wi-Fi if your friend is in the same car with you or he's in another car within 100 feet (like if you're going on a trip with another fam and your friend is in his parent's car).
To play "online" your PSP must be near a hotspot. You can have a wireless network at your house and play online there or you can connect if there's a hotspot at the mall or coffee shop or something (they're popping up everywhere now). If you're online (depending on the game, some don't support online play) you'll be able to play with anyone in the world kinda like Xbox live except for free.
However, there is a program you can download for free which will allow you to play online even if the game does not support it. Basically, it makes your PSP think your computer is another PSP and it'd be like you were playing wireless multiplayer. You can get the software at http://www.teamxlink.co.uk/
