I think you have missed the point.
What he was saying is that if you take a game that came out at the start of a consoles life (I'm going to use Tony Hawks Pro Skater 3 because it rocks and it was a launch title for the PS2) it will not be able to take full advantage of the console. Just look at the graphics in THPS3 and compare them to Tony Hawks American Wasteland.
The graphics were vastly superior in THAW because the developers had been able to unlock the full potential of the console.
Its the same with gameplay play THAW and the levels in THPS3 are tiny in comparison.
